Final Design & Engineering
- Complete 100% construction-ready plans, specifications, and estimates (PS&E).

- Obtain internal engineering sign-off and finalize the project design book.
- Coordinate with utility companies for final relocation plans and agreements.
Permitting & Regulatory Approvals
