Application Steps (2026)

  1. Step 1: Notice of Intent & Readiness Review

    Timeline: January 15 – March 31, 2026

    Submit a non-binding Notice of Intent (NOI) via the Grants Portal. This step is mandatory to access the full application. Concurrently, utilize the Self-Assessment Readiness Tool to ensure your project meets all preliminary eligibility and alignment criteria.

  2. Step 2: Full Application Development

    Timeline: February 1 – May 30, 2026

    Develop the complete application package. Required components include the Project Narrative, Detailed Budget (Form INFRA-1040), Benefit-Cost Analysis, Environmental Compliance Plan, and all supporting documentation. Technical assistance webinars will be available throughout this period.

  3. Step 3: Submission & Acknowledgment

    Deadline: May 30, 2026, 11:59 PM EDT

    Submit the final application through the official Grants.gov portal. A confirmation email and tracking number will be sent within 48 hours of successful submission. Late submissions will not be accepted.

  4. Step 4: Administrative & Technical Review

    Timeline: June 2026 – September 2026

    Applications undergo a dual-phase review. The Administrative Review checks for completeness and compliance. The Technical Review Panel evaluates project merit, cost-effectiveness, and strategic alignment. Clarification requests may be issued to applicants during this stage.

  5. Step 5: Selection & Award Announcement

    Timeline: October 2026 – November 2026

    The Secretary’s Office makes final selections based on review panel recommendations. All applicants will be notified of their status. Public announcement of awarded projects is scheduled for no later than December 15, 2026.

  6. Step 6: Grant Negotiation & Obligation

    Timeline: December 2026 – February 2027

    Selected applicants enter into grant agreement negotiations with the assigned program office. Upon successful execution of the agreement, funds will be obligated and made available for drawdown according to the project’s cash flow schedule.
